An installed system is not a compliant system. Compliance happens when the Authority Having Jurisdiction signs off, and that is a distinct piece of work with its own failure modes.

Acceptance testing

We re-run the grid, on the same pattern as the original benchmark, and demonstrate that the installed system delivers the required coverage in the general and critical areas. Same method, same points, directly comparable numbers. That before-and-after pairing is what an inspector wants to see, and it is considerably more persuasive than a single set of post-installation readings.

Battery backup is load tested to prove the required standby duration. Annunciation and supervisory functions are verified. Donor antenna isolation and gain settings are documented as commissioned.

The documentation package

This is where projects stall. AHJs want as-built drawings showing antenna and cable locations, equipment cut sheets with UL 2524 listings, the grid results, battery calculations, and commissioning records, assembled the way that particular office expects them. We prepare the package and submit it.

Dealing with the AHJ directly

Depending on the jurisdiction that is a fire marshal, a building official, or a radio communications authority, and with roughly 3,000 AHJs nationally the requirements and the personalities both vary. We submit the design for review up front rather than at the end, schedule the final acceptance test with the inspector on site, and attend it.

The point of doing all of this properly is that your certificate of occupancy does not wait on a radio system.
